New Ethiopian Customs Tariff Codes: What Changes in Q4 2026
Addis Ababa, Ethiopia

The Ethiopian Customs Commission issued Directive No. 4/2026 in August, updating the national tariff schedule aligned with the 2022 WCO HS nomenclature amendment. The changes take effect October 1, 2026. Importers with active bank permits or pending shipments need to review their HS code declarations before that date.

Key Changes Affecting Chinese Imports

The most significant changes affect three categories popular with Ethiopian importers: (1) Solar photovoltaic equipment: Mono-crystalline panels previously classified under 8541.40.11 are now classified under 8541.42.00 (new WCO code for photovoltaic cells assembled in modules). Import duty rate unchanged at 5%, but the code mismatch will cause bank permit and customs declaration errors. (2) Construction machinery: Excavators (8429.52) and wheel loaders (8429.51) codes are unchanged, but attachments are now separately classified — a change that affects buyers importing machinery with multiple attachments. (3) Electric motors under 37.5W used in appliances have moved from 8501.10 to 8501.31, affecting importers of small appliances.

What You Need to Do

If you have an active bank permit issued before October 1 with an affected HS code, contact your bank's trade finance department immediately. In practice, CBE has indicated a 90-day grace period for permits already in process, but customs officers at Djibouti are not obligated to honor this — we recommend proactively updating documentation. For new orders, ensure your Chinese supplier's pro-forma invoice uses the new HS code classifications from October 1 onwards.

Import Duty Rate Changes

No duty rate changes affect the primary categories Ethiopian importers rely on in this update. However, the reclassification itself can inadvertently trigger different duty rates at customs if the declaration code doesn't match the approved bank permit. This is a process risk, not a cost risk — but the delays it causes can be significant.

Key Takeaways
  • 01Solar panels change from 8541.40.11 to 8541.42.00 effective October 1, 2026
  • 02Customs code mismatches cause delays even when duty rates are unchanged
  • 03CBE offers informal 90-day grace period but Djibouti customs may not honor it
  • 04Update Chinese supplier pro-forma invoice templates before the deadline
